What is a wolf management plan?
A management plan represents instructions for the persons responsible for wolf management relating to methods of solving the problems arising from conservation of wolves, or rather problems between the local population affected by the conservation of wolves and organizations responsible for wolf management.

The wolf management plan objective
 
The objective of the wolf management plan is to provide conditions for the survival of the population of this large carnivore in the long run and for its as harmonious coexistence with humans as possible.The planning of such activities implies the knowledge of biology, the dietary habits and wolf behaviour and identifies the number and spread of his population, the population of his natural prey, the quality of his habitats and the intensity of human impact.
 

When planning it is equally important to recognize problems and needs of the population inhabiting the wolf spread area, or rather opinions of all interest groups, people involved in nature conservation, foresters, scientists, non-governmental organizations and the general public. Only through co-operation and in agreement with all interest groups will it be possible to identify concrete activities required for the achievement of an effective conservation.

Viewing the fact that the Dinaride population of wolf is distributed over the territory of several countries, the wolf management in Croatia is to be planned in co-operation with the neighbouring countries - Slovenia and Bosnia and Herzegovina.

How to reach the Plan for Wolf Management in Croatian?

Within the LIFE project "Conservation and Management of Wolves in Croatia" the representatives of all interest groups prepare jointly the Plan for Wolf Management in Croatia. In this regard workshops are held at which the methods of solving the problems of wolf conservation in Croatia are discussed and agreed.

As already mentioned, the objective is to prepare the management plan in agreement with all interest groups and with the support of the general public. Only in this way can the implementation of protection be ensured in practice too.

INTERIM PLAN FOR WOLF MANAGEMENT IN CROATIA

The members of the Committee for Monitoring the Large Carnivore Populations as an export group of the Ministry of Environmental Protection and Physical Planning prepared an Interim Plan for Wolf Management in Croatia covering the period from 1 January 1999 to 31 December 2000. The plan was called "interim" due to the fact that the level of the scientific knowledge of that time was insufficient and that the Plan was not co-ordinated with the main interest groups. However, this was the first attempt to issue instructions on the methods of wolf conservation in Croatia.On the basis of this Plan and within the framework of the LIFE project there started the preparations for the final Plan for Wolf Management in Croatia scheduled to be completed by the end of 2003.

Wolf Management Plan

 

On the last workshop on the development of the Wolf Management Plan, held in Baške Oštarije in June 2004, the participants agreed on the Draft of the Wolf Management Plan. Altogether six workshops on development of the Plan were held within the project from the beginning of 2003, with the three workshops held before the project. Representatives of all interest groups participated in these workshops. The Draft of the Plan was also approved by the Committee for Monitoring Large Carnivore Populations in Croatia. In the beginning of December 2004, the Ministry of Culture (competent authority for nature conservation in Croatia) officially adopted the Wolf Management Plan.
